ATTENTION OFFICE OF MUNICIPAL SERVICES (OMS) APPLICANTS
Due to COVID-19/CORONAVIRUS, OMS is only accepting Planning Board, Zoning Board, and Conservation Commission applications via surface mail or email until further notice.
- Applications, including all materials and fees, should be sent surface mail to Office of Municipal Services, 195 Main Street, Maynard, MA. 01754. For submittals via email, applications and all materials should be sent to OMS@townofmaynard.net. Applications will not be considered officially submitted until deemed “complete” by the OMS staff. If deemed complete, applications will be stamped in by the Clerk and the applicants notified of hearing/meeting date by OMS staff. If incomplete, applicants will be contacted by OMS staff and provided with any necessary guidance on preparation of a re-submittal package.
- Payments for applications submitted electronically, must be received before an item is heard by the reviewing entity.
- All payments must be made by check to “Town of Maynard”.
- Abutter’s mailing lists can be requested online from the Property Assessor and can be delivered internally from the assessor to the Office of Municipal Services.

About the Planning Board and Planning Division
The Planning Board both enforces and submits revisions of the Maynard Zoning By-Laws to Town Meeting for approval. The Planning Division of the Office of Municipal Services is here to assist you in viewing records, submitting applications, obtaining information, or scheduling an appointment. All necessary Planning Board forms are available at the office and the Town Clerk (Hearing application forms are in the Forms section below.)
Zoning Board of Appeals
The Planning Division also supports the Zoning Board of Appeals (ZBA).
Planning Board Meetings and Hearings
The Planning Board meets on a regular basis on the second and fourth Tuesday of each month at the Town Hall. We encourage citizens of the town to to attend our meetings and public hearings. The input from citizens is recognized and greatly appreciated.
Hearing Schedule and Filing Deadlines
Planning Board to Resume Public Hearings on May 26, 2020
The Planning Board Chair has determined public hearings will resume remotely. All previously continued public hearings are hereby scheduled for the May 26, 2020 meeting. If desired, applicants may request an additional continuance to a future date at the May 26 meeting.
On April 28, 2020, due to the COVID-19 pandemic and the Governor’s restriction on public gatherings, the Planning Board suspended and continued all public hearings. The Chair and board were concerned that adequate public participation was not possible utilizing remote technology.
After several adjustments and the successful implementation of remote video and audio, the Chair believes the Planning Board can ensure adequate public participation.
The Chair has directed the following conditions must be met for a public hearing to go forward remotely:
- Applicants must consent to digital hearings in writing. They also have the right to continue their hearing until they can be held in person, without prejudice.
- The Planning Board will appoint a digital moderator, who will make sure that appropriate documents are shown on the screen during the hearing.
- All documents for Public Hearings will be available online to the public at least one (1) week before hearing on Board Docs.
- Physical copies of hearing materials shall be made available to all Board Members at their request through the Office of Municipal Services.

- All dates subject to change.
- All meetings at Town Hall unless otherwise noted.
- All items required for a complete application must be submitted by 12:00 PM on the deadline day (10:00 AM on a Friday). No exceptions.
- Listed date represents the soonest an application may be heard by the Planning Board. Please note: submitting by the listed deadline date may not secure a place on the desired agenda. Agenda length or other circumstances may affect placement. All applications are reviewed on a first submittal basis and will be reviewed within the statutory time requirements.
- Any revised plans or additional submittals must be submitted to the OMS Office and peer reviewer 10 days prior to a scheduled meeting.

Master Plan
A master plan is a comprehensive long range plan intended to guide growth and development of a community. A key intent of the document is to ensure decision-making considers both the long-term effects of an action and is consistent with an over-all vision created by the community. It provides a foundation that can help protect a community from reactionary actions. The Maynard Master Plan was adopted by the Planning Board, endorsed by the Select Board in 2020 and accepted by the voters at the Town Meeting of October 3, 2020.
