Please be advised that the Maynard Select Board, acting at their August 18, 2020 meeting voted to set (as revised) the date, time and location for the upcoming Special Town Meeting originally scheduled for Monday, October 5, 2020 to Saturday, October 3, 2020 at 1:00 pm at the Mill and Main parking lot. Sunday, October 4, was set as a rain date.

Public Hearing on Articles
As mandated by Town Charter, Section 6-5 (c), the Finance Committee will hold a Public Hearing on September 28 at 7pm to review all articles being presented at Special Town Meeting.

Instructions/Procedures for the October 3rd Meeting
In order to provide a safer environment for attendees due to the COVID-19 pandemic, the Special Town Meeting will be conducted in a matter similar to the Annual Town Meeting in June. The final instructions will be updated prior to the meeting.

Updated: Please be advised that the Maynard Select Board, the Maynard Board of Health and the Maynard Town Moderator, acting in accordance with Massachusetts General Law Chapter 39 Section 10, have reset the date for the Annual Town Meeting to Saturday, June 13 at 1:30 pm, and designated the Mill & Main Parking lot off Sudbury St. as the location for the Annual Town Meeting.

In the interest of saving time at Town Meeting, the presentation will be deferred to the planned October Special Town Meeting. Notice
Please be advised that the Maynard Select Board, acting at their June 18, 2019 meeting voted: “To set the date and time of a Special Town Meeting (STM) as 7:00 PM on Monday, October 28, 2019, and to designate the Fowler School Auditorium at 3 Tiger Drive as the location for this Special Town Meeting.” Accordingly, the deadline for submittal of Citizens Petition Warrant Articles to the Select Board is 12:00 noon Friday, September 13, 2019.
Citizen’s petition must be submitted with the question presented at the top of each side of the signature page. They must be submitted to the Town Clerks Office and certified by the Town Clerk in order to be included on the warrant.

Finance Committee Public Hearing – Oct 21
The Finance Committee held a public hearing on October 21st at the Maynard Town Building, Room 201, to present background information and recommendations on warrant articles for the Special Town Meeting to be held on October 28th. All town residents were welcome and invited to attend. There was a question and answer period to help residents better understand the articles’ intent.
Please Note: The Finance Committee’s recommendations to Town Meeting voters (and accompanying statements of reasons/comments) for Articles 1-5 are included in the printed Warrant, available at the first link above (Article 1, page 5; Article 2, page 10; Article 3, page 12; Article 4, page 12; Article 5, pages 13-14). Please be advised that the Maynard Select Board, acting at their January 9, 2018 Select Board’s meeting voted five to zero: “To set the date and time of the Annual and Special Town Meetings as 7:00 PM. on Monday, May 21, 2018 respectively and to designate the Fowler School Auditorium on Tiger Drive as the location for the Annual and Special Town Meetings.”
Citizen’s petitions must be submitted with the question presented at the top of each side of the signature page. They must be submitted to the Town Clerks Office and certified by the Town Clerk in order to be included on the warrant.
The deadline for submission of Citizens Petition Articles for the Annual Town Meeting is 12:00 noon Friday April 6, 2018 and April 6, 2018 for Special Petition Articles (Per Charter, at least 45 days prior to the town meeting for annual town meeting and at least 45 days for special town meeting).
The Town Meeting warrants will be available here and at Town Hall on May 3, 2018.
The warrant document was finalized on April 19, 2018 and sent out for printing. Subsequently, some typographical errors were found. The version to be voted at the Town Meeting will include the edits noted here.

The Finance Committee held a public hearing on May 14th at the Maynard Town Building, Room 201, to present background information and recommendations on warrant articles for both the Annual and Special Town Meetings to be held on May 21st. Presentation will information on the budget, capital plan, and other Articles. All town residents were welcome and invited to attend. There was a question and answer period to help residents better understand the articles’ intent.

Voter Registration Deadline is May 1st
TUESDAY MAY 1, 2018 is the deadline to register to vote for the Annual Town Meeting on MONDAY MAY 21, 2018. The Town Clerk’s Office will be open on MAY 1, 2018 from 9:00 a.m. until 8:00 p.m. to register voters. Voter registration forms must be received by the Board of Registrars or postmarked on or before the registration deadline for the election or town meeting.

NOTE: The warrant was revised on 20-Mar-2018 in accordance with Maynard Charter Section 2-6, which allows for minor edits to be posted here on the website. Article 13 was changed, eliminating several words that change the administration of fines from a range to a fixed value. So, ‘up to $100.00’ and ‘not more than $300.00’ have been changed to ‘$100.00’ and ‘$300.00.’

Finance Committee Recommendation
The Finance Committee recommends approval of Article 1, the 129 Parker Street Concept Plan. We feel the project will be a step forward for the town, developing a long dormant parcel and bringing new revenue to the town. The project has been shaped by input from town residents and includes a supermarket, other retail stores, a senior housing facility, and residential apartments. A fiscal impact analysis by a town consultant estimates net revenue to the town of $550,000 per year. The finance committee believes this is a conservative estimate. In addition, the development agreement provides significant benefits to the town to address traffic and infrastructure concerns. (30-Sep-2016)

Amendments at Town Meeting
An Amendment to an article must be given to the Moderator in writing.
The Amendment must include the sponsor’s name and street address.
It will then be reviewed by the Town Counsel and the Moderator to see that the language meets the criteria for the Attorney’s General acceptance.
If you are contemplating making an amendment to a specific article, we suggest that you show it to the Moderator or Town Counsel or the presenting Board prior to the beginning of the Town Meeting. Once the Meeting has started, we can not advise or help with the language submitted. The Moderator will NOT hold up the Meeting while someone tries to write it up. Please have it ready; in writing, when you move the amendment.
