“To advise the Select Board on the future of the Maynard Golf Course, its facilities and associated properties; and, to provide public education as to the opportunities and limitations of the properties’ future uses.”


Membership:

Five (5) at-large members, appointed by the Maynard Select Board

and one (1) member as a liaison from the Maynard Community Preservation Committee (CPC), as either a member of the CPC or a designee of the CPC. This CPC Liaison will also be appointed by the Select Board.

This body is meant to serve as an ad-hoc committee, with limited, concentrated scope, to facilitate the planning by the town, its officials, committees, and preparation for proposed action by the voters, if so directed by the Select Board.

Members’ terms will initial term of three years.

No staggered membership terms, because of expected limited scope of the body. (If, for example, the Select Board directs this body to produce a final report within 3 years of establishment, then staggered terms of appointment could interrupt progress and production through potential membership changes).

Context:

In the 2011 Special Town Meeting the voters approved an appropriation using Community Preservation Act (CPA) funds for “for the purpose of open space, recreation and/or affordable housing”.

In 2012, the town bought the property using CPA funds, with $500k out of the “Open Space” designated “bucket”, and $1.5 million undesignated to pay down the bond.

Through a public procurement process including a Request for Proposals (RFP), the Select Board awarded Sterling Golf Management the lease to use and manage and maintain the golf course, with a term ending December 31, 2026, but with the option to renew for two consecutive one-year terms, at the sole discretion of the town.

The club house of the course houses the Maynard Senior Center, but that department is expected to relocate in the near future. The club house is reportedly in need of substantial repairs, including its envelope and HVAC systems. Revenues collected through execution of the lease agreement are reserved for capital improvements to the property and facilities, but have not accumulated to a level adequate to address the identified capital improvements.

This body may collaborate with the Capital Planning Committee, Municipal Building Advisory Committee, Community Preservation Committee, town staff and officials, public at large, industry experts, relevant non-profits and NGOs, and comparable communities with relevant experience.

It is expected that this body will develop their advice to the Select Board through various means, including, but not limited to, gathering resident feedback, considering financial viability of proposals, reporting to the Select Board/CPC on progress, and making a number of recommendations for future usage.
